Former senator Norbèrt N. “Norby” Chabert was born and raised on Bayou Petite Caillou in southern Terrebonne Parish. He is a proud graduate of South Terrebonne High School and Nicholls State University and holds a degree in Political Science. In the fall of 2009, Norby was elected to fill the unexpired two-year term in Louisiana Senate District 20, which comprises the majority of both Terrebonne and Lafourche Parishes. He served with distinction for the constitutionally allowed two consecutive terms until 2020.
Throughout his legislative career, Norby played key roles on several influential committees. He was appointed Vice Chairman of the powerful Senate Finance Committee after only two years of service. Norby was a 10-year member of both the Natural Resources and Judiciary B Committees (2010–2020), and served on the Senate Finance Committee and Joint Legislative Committee on the Budget for eight years (2012–2020). He chaired the Natural Resources Committee from 2016 to 2020 and the Select Committee on Vocational and Technical Education from 2010 to 2015.
Having seen the devastation of coastal land loss back home, Norby dedicated much of his career to advancing Coastal Restoration and Flood Protection initiatives. He served for a decade on the Select Committee on Coastal Restoration and Flood Control and was a four-year member of the Coastal Protection and Restoration Authority (CPRA). His firsthand knowledge and deep understanding of Louisiana’s coastal and infrastructure challenges have positioned him as a fierce and effective advocate in these critical areas.
He served on the Senate Commerce Committee from 2012-2015 and also served as one of two statutory Senate appointees to the State Board of Commerce and Industry, Louisiana’s constitutional authority on tax incentive programs including the Industrial Tax Exemption, Enterprise Zone, and Quality Jobs.
With over 25 years of combined experience in business, public service, and government relations, Norby brings a well-rounded and pragmatic approach to Claitor Chabert. His professional background spans political consulting, business development in the oil and gas industry, and commercial insurance. Most recently, he served as Vice President in the New Orleans office of Marsh USA, the world’s largest commercial insurance brokerage firm.
Norby remains an active member of his community and has not met a charity cook-off competition that he does not think he can win!
Having helped define an era of Louisiana history from a governmental capacity, Dan and Norby were still passionate about political endeavors when their Senate terms expired in 2020. Together they created Claitor Chabert, a full-service political consulting firm, where they utilize their combined knowledge and experience to continue serving the people of Louisiana.
